Meet our Leadership Team

The ultimate authority of Christ Bible Church rests in the Lord Jesus Christ and the Word of God. However, the spiritual governance of the local body of believers is accomplished through a balanced blend of church members and Elders as indicated in Scripture (Acts 6, 15; 1 Timothy 3, 5; Titus 1; and 1 Peter 5). The Elder Council has authority over the affairs of Christ Bible Church.

Pastors / Elders

Chuck Oltman, Lead Pastor

Chuck was born in a small town south of St. Louis, MO. He moved at age 10 to a suburb of Pittsburgh, PA where eventually met his high school sweetheart, Isabel, and became an avid Steeler fan. God used the ministry of Young Life to draw Chuck to Himself in high school, continuing the journey in college at the Air Force Academy as a part of the Navigator ministry. After retiring from the Air Force in 2000, Chuck continued to pursue ministry opportunities in the local church and in the workplace. Chuck has a MS in Civil Engineering and MDiv from Phoenix Seminary in Leadership Development and currently serves as the Lead Pastor at CBC. Chuck and Isabel have been married more than 43 years and have four children and thirteen grandchildren.

Paul Serban, Teaching Pastor

Paul Serban grew up in a Christian home. His parents’ work ethic, sacrificial love, and commitment to the local church made their faith attractive to him. God also used the regular reading of scripture to draw Paul to Himself. Opportunities to preach and teach the Bible in his local church, along with the encouragement of fellow believers, led Paul to pursue pastoral ministry. He is the teaching pastor at Christ Bible Church. Paul holds an MA in English and is currently working on an MA in Biblical Studies from Reformed Theological Seminary. He and his wife Stephanie have four children.


Mihai Toma, Executive Pastor

Mihai answered God's call and surrendered his life to Jesus at a young age during a Christian youth camp chapel service.  Since that day, Mihai has sought to build God's Kingdom.  Over the years, Mihai has served in various ministries and held different positions of leadership in churches, including multiple worship teams, board service, youth groups, preaching ministry, and organizing events like conventions and camps.  Mihai also serves on the Benita Foundation’s board – a charity dedicated to helping orphaned children and impoverished families in Romania.

Professionally, Mihai is currently the CEO of the Black Mountain Investment Company and is a founder of Century 21 Toma Partners.  Mihai received a Bachelor’s in Business from Arizona State University and an associates from Glendale Community College. 

Mihai, his wife Mindy, and their three children live in North Peoria.
